New Jersey has adopted the International Residential Code with state amendments, and the egress window requirements are found in IRC Section R310. The key dimensional minimums are: minimum net clear opening area of 5.7 square feet, minimum net clear opening height of 24 inches, minimum net clear opening width of 20 inches, and maximum sill height of 44 inches above the finished floor.
All four measurements must be met simultaneously in the open position of the window. A window may have a large frame but still fail the net clear opening test if the operable portion does not swing or slide clear of those dimensions.
For basement windows specifically, the window well requirements also apply. Wells must be at least 36 inches wide and project at least 36 inches from the exterior wall. If the well depth exceeds 44 inches below grade, a permanently affixed ladder or steps are required inside the well.
