Yes. Every basement underpinning project in New Jersey requires stamped structural engineering drawings prepared by a licensed Professional Engineer. This is not optional. NJ municipalities will not issue a building permit for underpinning without PE-stamped plans, and the construction official uses those drawings to schedule the required framing, footing, and final inspections.
The structural engineer designs the staged excavation sequence, specifies concrete compressive strength, reinforcement layout, and footing dimensions based on your soil conditions and existing foundation type. In some towns, the engineer must also be present for specific inspection stages.
