Does concrete need to be dry before patching?

The substrate should be saturated but surface dry and meaning the concrete pores are filled with moisture but there is no standing water on the surface. This prevents the dry substrate from pulling water out of the patch mix too quickly, which weakens the bond. Active water seeping through the surface requires hydraulic cement or waterproofing treatment before standard patching can be applied.
