What crack widths can carbon fiber repair, and when does a wall need something more?

Carbon fiber crack stitching is appropriate for vertical and diagonal foundation cracks up to about one-quarter inch wide, provided the crack is not actively leaking under hydrostatic pressure and the two sides of the crack are still in plane with each other.

Cracks wider than that, cracks with visible offset, or horizontal cracks mid-wall indicate active structural movement. Those require epoxy or polyurethane injection paired with straps, or in severe cases wall rebuilding or helical tiebacks.
