Yes. Under IRC Section R310 as adopted in New Jersey, every sleeping room must have at least one egress-compliant window or door. A single egress window serves the room it is located in and does not satisfy the requirement for an adjacent room with a separate door.
If you are planning two basement bedrooms, each room must have its own egress-compliant window meeting the net clear opening minimums. An egress window in a hallway or common area does not count for a closed sleeping room.
This requirement applies to newly created basement bedrooms and, in many NJ municipalities, to existing basement sleeping rooms when a renovation permit is pulled for the space. It is worth verifying with your construction official whether your project triggers a retroactive egress window requirement.
Scaldino Basement Solutions can assess your basement layout and tell you exactly how many egress windows your planned bedroom count requires.
