Can an egress window well require a ladder under NJ code?

Yes. Under IRC R310, any egress window well that is deeper than 44 inches from the well floor to finished grade must have a permanently affixed ladder or steps inside the well. This is required because a well that deep cannot be climbed without assistance in an emergency situation.

The ladder or steps must be permanently attached to the well wall and must not obstruct the clear opening of the window. Removable ladders do not satisfy this requirement.

Well depth is measured from the bottom of the well floor to the finished exterior grade at the well edge. In basements that sit significantly below grade, such as full walk-out basements or basements in sloped terrain, the well depth can easily exceed 44 inches.
